Luton Borough Council is a Unitary Authority with a procurement spend of circa £150 million per annum on goods and services.
Innovative procurement is recognised in Luton as a major tool to improve service delivery, promote regeneration and give support to local and small businesses while also reducing costs. A small central strategic team based in Corporate Finance supports procurement in the departments by formulating policy, letting corporate contracts, maintaining the corporate eProcurement system and advising on departmental procurement activity. We were the first Borough Council to achieve the Chartered Institute of Purchasing and Supply Certificate of Excellence in recognition of our procurement systems and procedures.
Collaborative working is a key theme and Luton has been a full member of the Central Buying Consortium since 1992. Luton Borough Council actively participates in the Regional Improvement and Efficiency Partnership East and seeks new ways of working to benefit the community it serves.
Our managed service for temporary staffing has been recognised as best practice by the Audit Commission and continues to drive savings while supporting local businesses and opening up full-time employment opportunities for local people. This contract was extended in 2009 to cover permanent recruitment and opened up to other authorities in the East.
